North Luzon Railways Corporation (officially known as North Luzon Railways Corporation and commonly abbreviated as Northrail) was a government-owned and controlled corporation (GOCC) in the Philippines established on August 24, 1995. Originally created under the Bases Conversion and Development Authority (BCDA) during the Ramos administration, the state enterprise was tasked with implementing the ambitious "Northrail Project"—a massive public infrastructure initiative aimed at constructing a fast, reliable, and high-capacity mass transit railway system connecting Metro Manila to Central and Northern Luzon. The project was primarily designed to revitalize the old Philippine National Railways (PNR) North Main Line, establishing a vital 100-kilometer rapid rail corridor spanning from Caloocan to the Clark Freeport Zone in Pampanga to spur economic growth outside the crowded capital.
